Northeast Loop 286 Freeway Conversion Is Fully Funded at $152M, With Construction Slated for September 2027
A $152 million road project is now fully funded and on a schedule: TxDOT says construction on the Loop 286 freeway conversion begins in September 2027, a milestone that turns years of study into a fixed timeline for the corridor that carries most of the city's retail traffic.
TxDOT Paris District officials told the Paris City Council in 2025 that the Northeast Loop 286 freeway conversion is fully funded at just over $152 million, with construction currently scheduled to begin in September 2027. The project rebuilds about 2.8 miles of Loop 286 (concurrent with US 82) between Stillhouse Road and Pine Mill Road into a four-lane controlled-access freeway with two high-speed, non-stop main lanes in each direction plus two frontage-road lanes on each side.
The design carries real day-to-day changes for drivers. A new overpass at North Collegiate Drive removes the corridor's major signalized crossing, and the project adds lighting, drainage improvements, and a shared-use bicycle and pedestrian path along the segment. TxDOT estimates the short-term improvements can cut crash volume on the corridor by about 43%, a safety gain that also makes the northeast loop more predictable for the trucks and commuters that feed Paris businesses.
How the funding came together
The price tag grew from an early estimate near $90 million to a fully funded total just north of $152 million, with the City of Paris and Lamar County each pledging $900,000 toward earlier phases. Right-of-way needs widen from roughly 223 feet to as much as 520 feet along the corridor, a footprint that would displace about one residence and three non-residential structures. An FHWA environmental review of the Lamar County section was published in 2024, and right-of-way acquisition was underway as of spring 2025.
The project is a continuation of TxDOT's 2010 Pine Mill Road intersection work and sits inside the long-term Loop 286 improvement program the Paris District has studied since 2018. Its timing has tightened over the years: early local notes pointed to a 2026 start, while the funded schedule now announced by TxDOT directs construction to begin in September 2027.
What a freeway-grade loop means for the market
Loop 286 is Paris's retail and employment spine. A freeway-grade northeast segment removes the biggest bottleneck at North Collegiate Drive, speeds access between the residential east side and the big-box corridors on Lamar Avenue, and modernizes infrastructure serving newer development nodes off the loop, including the Forestbrook master plan near SE Loop 286. Infrastructure of this scale is also a statement: a fully funded $152 million federal-aid highway project in a county of about 51,000 people is the kind of public commitment that anchors long-term property underwriting.
The read for 1905 E Price St
Traffic counts and corridor improvements are what tenants underwrite. The property at 1905 E Price St sits centrally on the east side of Paris with dual road frontage in a Multi-Family Dwelling District and a Texas Opportunity Zone. As the loop and the surrounding network are rebuilt, a central location with two street frontages gains relative access advantage, and the 11,000+ SF flexible layout stays competitive for office, training, medical, senior, or hospitality uses that benefit from a faster-moving city.
