Paris Council Holds September 29 Special Session on Commercial Development Prospects
Two sessions in two days, and the purpose of the second one is spelled out by state law: commercial and economic development matters behind closed doors.
The Paris City Council holds its regular session on Monday, September 28, 2026, at 5:30 p.m. at the City Council Chambers, 107 E. Kaufman St., and has scheduled a special session for Tuesday, September 29. The special session includes an executive session under Texas Government Code Section 551.087, the statute that lets a governing body deliberate privately on commercial or financial information regarding a prospective business investment or commercial development.
The September 28 regular agenda includes a citizens' forum and a consent agenda covering approval of the September 14 meeting minutes and receiving reports from Tax Increment Reinvestment Board No. 1. The September 29 special session is where the economic development work sits: a closed-door review of commercial development prospects that the city has not yet named publicly.
Why closed sessions matter to commercial investors
Sections 551.087 sessions are the normal mechanism Texas cities use while competing for projects before a public announcement. Their presence on the calendar is a leading indicator: it says the recruitment pipeline is active. Two weeks earlier, on September 14, the council entered a 551.087 executive session on five code-named prospects, Blue Fire, Black Hawk, Catalyst, Hornet, and Red Maple 2, a roster that signals a live deal funnel for commercial or industrial investment in Lamar County.
For underwriting purposes, a market with a sustained stream of code-named prospects is a market where new employers, rooftops, and commercial tenants are being actively pursued. When prospects convert, they add jobs and household demand that support retail, medical, and flex-space uses near the property at 1905 E Price St.
The read for 1905 E Price St
The council's continued attention to commercial development prospects, alongside the PEDC's leaner 2026-27 budget that still projects $4.12 million in reserves, points to a market that is recruiting deliberately and with financial discipline. A newly recruited employer landing in Paris would add lease demand across the commercial inventory, including the flexible 11,000+ SF asset at 1905 E Price St, where the estimated 10% cap rate already reflects current income with upside potential.
