Loop 286 ADT Is Projected to Nearly Double by 2038: A Traffic Read for Paris Commercial Corridors

5 min read

TxDOT's Loop 286 study projects the ring road's heaviest leg nearly doubling from about 16,400 vehicles a day in 2018 to roughly 36,500 by 2038. Traffic is the rawest demand number a commercial corridor has.

The traffic counts that anchor the Loop 286 improvement program come straight from TxDOT's study schematics, which paired 2018 average daily traffic (ADT) counts with 2038 projections for each segment of the loop around Paris. The busiest leg, from US 82 West to US 271 North, showed roughly 16,400 vehicles a day in 2018 and is projected to grow to about 36,500 by 2038. The segment from US 82 East to US 82 West, connecting US 271 North to US 82 East, showed about 11,800 vehicles a day in 2018 rising to approximately 30,000 by 2038, with the remaining connecting legs projected from roughly 9,900 and 7,200 today to materially higher volumes.

These are study-schematic figures rather than the district's annual published count, and they were built to size improvements rather than to serve as a precise year-over-year series. But the shape of the forecast is the point: TxDOT expects the traffic Paris's commercial corridors carry to roughly double within two decades, which is exactly the demand growth that justifies the Loop 286 improvements program and the $152 million Northeast Loop 286 freeway conversion now scheduled to begin construction in September 2027.

What the numbers mean for retail and flex space

For a tenant or investor, ADT converts directly into visibility and sales potential. National retailers underwrite new locations on traffic counts, and the Loop 286 corridor already hosts the concentration of national brands in Paris, from the retail pads at the Lamar Avenue intersection to the hotel and fast-food nodes on the northeast leg. A corridor that is projected to double its daily passings becomes a stronger location for signage, drive-by retail, and services no matter which specific segment fronts a property.

The study also sized short-term operational improvements that TxDOT has projected to cut crash volume across the project areas by as much as 43%, the same program that delivered the new traffic signal at the US 82 and West Loop 286 intersection. Lower crash rates and signalized turn movements are part of the same story: a busy commercial ring that is also being made safer and more predictable for customers and freight.

How a central property reads against the forecast

A doubling of loop traffic benefits the whole city, but it concentrates value on well-connected, centrally located sites that can serve multiple corridors at once. 1905 E Price St sits inside the loop, minutes from the US 82 frontage and the downtown core, with dual road frontage of its own on a 1+ acre parcel in a Multi-Family Dwelling District. For an investor modeling a multi-family conversion, flex office, or medical use, region-level traffic growth supports the lease demand side of the underwriting, while the property's access supports the practical side: customers, patients, and residents can all reach it without fighting the ring road itself.
